Yes , My very 1st choice will be
Option c) Ban all forms of discriminations ( should include the caste system and reservation too , so that ther won't be discrimination in selection of candidates for a job who are not worthy in means of talent .. due to this so many talented youth are not getting jobs )
Then I choose option B) Exam to test creativity , not memory
( Memory is necessary but if the student don't have intrest in the topic then he won't memorize the concept instead go as per his intrest , his talent , his creativity by giving the moral and mental support , we can create gems to nation )
By this automatically option d ) will be stabilized , so no need to keep spl mental health classes
