I'd rather "test the waters" than say "I love you" outright. I'd try a little flirtation, a little more care, or a little more body language and see how she/he responds. If I see that she/he's interested, then I'll jump in with full force.
Love is a risk, and the one who has the courage to take that risk wins in the end.

Always tell. Don't keep that stuff locked inside. It'll just up and sometime down the line just erupt like a volcano causing nothing but chaos and misery. It's also fair both to you and especially the other person. You'll get closure and they won't be mislead.

Tell what did you feel about him/her. If you didn't tell about your feelings you will suffer one day. If him/her likes you then take the next step to future. If didn't likes you don't force them.
